The Indigenous Smart Government Index in the Islamic Republic of Iran.
This report has been prepared with the aim of designing a localized index for evaluating smart government in the Islamic Republic of Iran. Given the necessity of having an index aligned with national values and regulations while simultaneously leveraging successful global experiences, this study has developed a new framework through a comparative analysis of four indices and one international model in the field of e-government and digital governance, as well as reviewing the existing localized index designed by the Information Technology Organization of Iran. The final index has been classified and designed based on the fundamental values of the Islamic Republic, as reflected in the Seventh Development Plan, and identifies four key dimensions for Evaluation smart government in Iran: user-centricity, data-driven governance and transparency, institutional and infrastructural capacity, and innovation and digital transformation.
