This project, which was implemented in the years 2023 and 2024 at the request of the Ministry of Communications and Information Technology by the Shakhes Governance Think Tank, achieved significant results in the fields of policymaking and national and international strategies. Some of the outcomes of this project included the presentation of strategic and policy reports in the following areas:

Planning the Maturity Model for the High Commission on Enhancing Digital Content Production.

This project was carried out in the year 2024 at the request of the High Commission for Content Production Enhancement of the National Center for Cyberspace and implemented by the Governance Think Tank Index. The purpose of this project was to plan and transform this commission toward an optimal state in alignment with the defined goals and vision. Additionally, the project focused on identifying upcoming opportunities and challenges. Some dimensions of this project included:

Smart Government in I.R.Iran

The Smart Government project in the Islamic Republic of Iran, commissioned by the Executive Council for Information Technology and implemented by the Governance Think Tank Index, focused on discourse-building and promoting this concept within society. Within the framework of this project, efforts were made to first establish the concept of smart government in academic literature and specialized forums, and then to disseminate it at the public level—a significant portion of this process has already been completed.

Some of the key areas of this project include:

  • Publishing a specialized quarterly journal on smart government in English

  • Holding specialized meetings on various aspects of e-government

  • Organizing experience-sharing and assessment sessions in the field of e-government and smart governance
